Description Downtown is a major survey of downtown Washington DC conducted by the citizens group, Don't Tear It Down, now the D.C. Preservation League, in 1979. The intent of the survey was to document and identify the architectural and historic resources of "old downtown." The study area is bounded by 15th Street on the west, 3rd Street on the east, Pennsylvania Avenue on the south, and New York and Massachusetts Avenues on the north.

Don't Tear It Down undertook this project because it recognized that without historic documentation, older buildings in downtown would not likely be included in the city's planned revitalization. The history and architecture of the buildings that existed were researched and documented and evaluated for D.C. landmark designation.
